Which cleanser for oily skin?

I am 18 years old, female, and this year my forehead is really pissing me off, i have little bumps, not quite pimples, but they're noticeable when my forehead is oily, i have to apply powder a lot during the day to hide it, but its only my forehead with the problem, the rest of my face is clear and dry on my cheeks on cold days :S .. my skin is effed :( .. but yeah does anyone have any suggestions for my oily forehead or maybe something to rid the little buumps?... i play bball too.. and sweat, maybe that affects it a bit, but yeah im tireddd of thiss.
